SMART Response: Effective Lockdown Procedures and Protocols

This presentation introduces SMART Response®, a lockdown framework developed by Matrix Academy Trust to provide safer, more proportionate approaches to school lockdowns. It highlights the lived experience of a 2024 incident that exposed gaps in traditional binary (‘on/off’) lockdown models.

In response to rising national lockdown incidents and inconsistent safety protocols, the school is transitioning from a binary ‘all or nothing’ system to the SMART Response framework. This model introduces a Level 0–4 proportionate escalation scale and a clear Gold–Silver–Bronze command structure to address previous gaps in communication and leadership.

By standardising these procedures, the school aims to reduce cognitive load on staff and ensure that incidents are managed with strategic calm, prioritising student safety while minimising unnecessary panic and disruption.
