Supporting pupils who struggle to attend school: How to refer to the E-Learning Service when seeking Alternative Provision

When a pupil is unable to attend school, or is finding attendance increasingly difficult, schools often look for alternative ways to keep them engaged in learning. The E-Learning Service offers a flexible, low pressure option for pupils who need time, space and a different kind of environment to learn. As a former Norfolk County Council service, and now as part of YMCA Norfolk, the E-Learning Service has over 20 years of experience in providing high quality and cost-effective Alternative Provision. The work of the E-Learning Service is mission-based and prioritises student outcomes over profit.

There are two referral routes, depending on the child’s circumstances.

1. When a pupil has a recognised medical need:

Some pupils cannot attend school because of a physical health condition, significant social or emotional mental health needs, or acute anxiety linked to neurodiversity. In these situations, schools can seek support from Norfolk County Council’s Medical Needs Team.

The Medical Needs Team provides guidance on statutory responsibilities and works with professionals across health and education to ensure pupils with additional health needs can access suitable education. Where appropriate, they may commission a place with the E-Learning Service as part of a wider support plan.

2. When a pupil does not have a recognised medical need:

Some pupils struggle for different reasons:

  • persistent low attendance
  • risk of exclusion
  • a breakdown in relationships
  • feeling overwhelmed by the school environment
  • needing a short “firebreak” from busy classrooms.

For these pupils, schools can refer directly to the E-Learning Service. The process is simple: a short online form is available on our website, and once submitted, our team will take care of the onboarding. We contact the family, listen carefully to their needs, and set up a personalised, flexible learning plan. If a pupil needs a device, we can lend one – access to technology is never a barrier.

Keeping the focus where it belongs

Both routes share the same aim: ensuring that children who cannot attend school, for whatever reason, still have access to meaningful, supportive education. Whether through the Medical Needs Team or a direct referral, the E-Learning Service works alongside schools to provide a calm, adaptable learning space where pupils can re-engage at their own pace.
